[RxPG] Jaipur, March 17 - The Comptroller and Auditor General of India - has criticised the Rajasthan government on its poor implementation of the Sarv Shiksha Abhiyan - - a scheme to enrol all children to school.
The CAG, in its report tabled in the state assembly recently, has said that the state government's achievement of the objective of enrolling all children to school was below target.
SAA, a centrally sponsored scheme, is being implemented in Rajasthan since 2001-02 in all districts of the state. It covers elementary education by laying special emphasis on retention, enrolment and quality education in primary and upper primary schools.
Similarly, targets related to providing infrastructure facilities to schools were not achieved. The zero rejection policy in case of children with special needs too had not been achieved.
Besides, the teacher-pupil ratio was not maintained. The shortfall in teachers ranged between six to 22 percent, the report said.
The audit report noted that there were lack of facilities in schools. Basic infrastructure plays an important role in better enrolment and retention of children in schools.
In seven selected districts it was noticed that out of 15,111 schools covered under SSA, facilities like common toilets, girls toilets, drinking water, play grounds and electricity were not provided in a number of schools as of March 2005.
